    Overview / Job Responsibilities:

    Responsibilities

    • Acquisition Technology Support: Provide support to manage a comprehensive DAD-A (J-4) knowledge management framework to simplify, standardize and automate processes for maximum effectiveness and support organizational culture of knowledge-sharing. Facilitates Communities of Practice (CoP) to foster innovation, improved performance and collaboration. Creates tools utilizing current technologies and monitors data repositories to determine appropriateness of content and eliminate redundant, inaccurate, or inappropriate content.
      • Manage the DAD-A (J-4) web presence and collaborative environment in all domains.
      • Develop DAD-A (J-4) KM policies, plans, and procedures while ensuring alignment with DHA’s strategic plan.
      • Develop strategies and processes to capture and codify tacit and explicit knowledge.
      • Develop KM taxonomies, facilitates knowledge audits, and perform knowledge mapping and needs assessments to ensure compliance with rules and branding guidelines.
      • Ensure KM technology tools are aligned with strategy and support organization mission, vision, and objectives.
      • Consult with individuals at all levels within DAD-A (J-4) to evaluate their requirements in order to design and develop custom SharePoint solutions, such as custom sites, lists, libraries and workflows.
      • Assist DAD-A (J-4) leaders in developing tools that optimize performance and maximize return on investment (ROI).
      • Develop, deploy and implement Business Process Management (BPM) capabilities such as process design, mapping and modeling to improve business processes, organization efficiency and effectiveness.
      • Integrate BPM processes with portal features, including unified security, document management, and group management capabilities to improve business processes and increase organization efficiency.
      • Participate in DAD-A (J-4) Integrated Product Teams (IPTs) or other entities to capture all KM/BPM processes.
      • Perform oversight, management, and administration of DAD-A’s collaborative environment to protect PII, procurement sensitive, and other sensitive information.
      • Utilize the DAD-A Business Operations Division Help Ticket System to receive, monitor, manage, and assist users with user requests related to BOD responsibilities.
      • Develop and deliver adhoc or event driven DAD-A portal training sessions in groups or one-on-one situations in all areas of KM and BPM.
      • shall assist the government in managing all DAD-A J-4 web-based content to include managing DAD-A public/private web domain requests, coordinating updates, and ensuring 508 compliance.
      • Assist users with SharePoint-based, out-of-the box tools to include; developing portal pages, organization files and folders; managing portal content, creating training materials, providing advice on how to best leverage collaboration tools based on customer needs.

    Minimum Qualifications:

    Qualifications

    • Extensive knowledge of Knowledge Management procedures and Collaborative Portal/Site design, development, maintenance, and layout.
    • Extensive knowledge in desktop publishing and graphics programs such as Dreamweaver, Photoshop, FireWorks, Illustrator, Flash, MS Visio, and collaborative portal programs such as SharePoint designer and InfoPath.
    • Excellent communication, interpersonal, and customer service skills.
    • Familiarity of the content management system SITE CORE and of Section 508 compliance for the DAD-A (J-4) Directorate web pages with some web site design experience.
    • Provide support for developing and providing Agency Web-site content that will motivate and satisfy government and civilian users’ needs so that they will regularly access the site and utilize it as a major source for information in performing their everyday work. Experience designing and building SharePoint sites and manipulating SharePoint data is required. Prior work and qualification in these areas is desired:
    • Create and deploy multiple SharePoint sites (at the command level or equivalent).
    • Manage SharePoint permission groups and applied permissions at the unique level throughout multiple SharePoint sites.
    • Manage and deploy a variety of SharePoint web parts to include SharePoint Lists.
    • Deploy SharePoint Lists to improve current organization in-efficient/labor intensive processes. Should have knowledge of managing lists, to include using workflows to improve the communication process for the lists users and owners.
    • Experience in using Microsoft Designer.
    • Experience in using code editing software, such as Adobe Dreamweaver.
    • Knowledge of how the HTML language and JavaScript is used and coordinated.
    • Experience in utilizing Adobe Dreamweaver and Fireworks to display graphical user interface(s) in Microsoft SharePoint.
    • Using the above skills, other areas of work may include maintaining handbooks and policies on the web, assisting in the preparation of newsletter and other communications, and training and educating employees on productive web usage. The candidate must be able to handle multiple high level visibility projects at any given time.
    • General knowledge of federal and DoD acquisition processes, systems, and procurement data standards is preferred
    • Successful candidate must have a Bachelor’s degree and at least 2 years of related experience; however, 6 years of related experience without a degree is also sufficient.
