    Overview / Job Responsibilities:

    ACT I provides both US Government and FMS Customers and Security Cooperation Participants (SCP) with cost estimating, Earned Value Management (EVM) and Financial Management (FM) support services, allowing the F-35 Joint Program Office (JPO) to accomplish its critical mission of acquiring the next generation strike fighter for the United States Air Force (USAF); United States Navy (USN); United States Marine Corps (USMC); eight foreign partners as well as Foreign Military Sales (FMS) Security Cooperative Participants (SCP). Cost, EVM, and FM disciplines include, Program Management, Cost Estimating, EVM Analysis, Scheduling, and Budget Formulation, Execution, and Reconciliation.


    Prespective Candidates should be knowledgable about budget formulation, strategic planning, and financial management analysis and will support the following functions:


    • Formulate, review, and maintain budget requirements
    • Provide financial expertise, analysis, and guidance, as part of the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
    • Assists in the development of budget estimates, financial plans, budget documentation and other budget formulation estimates.
    • Monitor funding thresholds.
    • Identify and recommend solutions to shortfalls.
    • Compile and track budget requirements.
    • Provide financial analysis and maintain justifications.

    Minimum Qualifications:

    • B.A. or B.S. in a business or management discipline such as business administration, accounting, or finance.
    • Three (3) years of business or finance experience, with one (1) of those years in relevant MDAP experience or other industry equivalent.
    • Working knowledge of suite of Microsoft Office products; primarily Excel and PowerPoint
    • INTERIM SECRET Clearance.

    Desired Qualifications:

    • In depth knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations.
    • Demonstrated experience in identifying and applying critical analysis to budgetary problems and developing alternative solutions.  Knowledge of Navy-Enterprise Resource Planning (Financial) and Comprehensive Cost and Requirements System (CCaRS) is also desirable.
