    Job Title:  Cost Analyst - SME (DHS)

    Job Location:  Crystal City, VA

    Security Clearance:  DHS Suitability, Secret Preferred

    Responsibilities

     The Expert Cost Analyst shall provide insight and guidance to senior-level decision makers on significant, high visibility issues associated with information technologies, simulations, models and operations research tools, with a strong emphasis on cost-related issues. The Expert Cost Analyst is responsible for providing leadership and vision to the client and project teams and serves as a key facilitator between multiple teams. The Expert Cost Analyst shall provide leadership and advice and shall brief senior-level decision makers.

      

    The Expert Cost Analyst shall:

     

    • Provide expert advice and guidance on all cost estimating and analysis topics.
    • Provide leadership for outreach and knowledge sharing workshops.
    • Conduct Cost Research and prepare Issue Papers for government review and approval.
    • Support the DHS Cost Estimating and Analysis Stakeholder Working Group.
    • Develop and maintain DHS policies and instructions related to cost estimating and analysis efforts.
    • Provide effective verbal and written correspondence.
    • Perform conflict management and work in a team environment.

    Qualifications

    • A minimum of 15 years of government acquisition experience and knowledge of Federal contract requirements, cost estimating, and cost analysis.
    • Demonstrated expertise in complex information technologies, simulations, models, operations, and research tools.
    • Demonstrated expertise in advising senior-level decision makers on significant issues related to cost.
    • Demonstrated knowledge of the IT hardware and software used throughout the government for cost and economic analysis such as Automated Cost Estimating Integrated Tool (ACEIT), Crystal Ball, @Risk, and other common cost analysis software. Knowledge of DHS hardware, systems, and software will be more favorably evaluated. Certified Function Point Counter is desired.
    • Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments.
    • Possess analytical, assertive, creative, and effective problem-solving skills.
    • Possess excellent communication skills, both written and verbal.
    • Possess a Government or industry standard cost certification. Examples include: Certified Cost Estimating and Analysis (CCEA) certification from the International Cost Estimating and Analysis Association (ICEAA); Professional Level Certifications [e.g. Certified Cost Professional (CCP), Certified Estimating Professional (CEP), etc.] from the Association for the Advancement of Cost Engineering (AACE) International, and Defense Acquisition Workforce Improvement Act (DAWIA) or DHS Cost Estimating certifications.
    • Demonstrated capability to work independently to resolve complex issues.
    • Demonstrated mastery of applying broad mathematical, statistical, econometric and other scientific methods and techniques to formulate, test, and evaluate new cost estimating and analysis theories.
    • Demonstrated experience in creating and maintaining databases and working with spreadsheets and complex models.
    • Demonstrated knowledge of IT hardware and software used throughout the government for cost and economic analysis. This includes knowledge of applicable high level languages, programming, and systems knowledge of major software elements and fundamental data management methods used throughout DHS. Knowledge of DHS hardware, systems, and software will be more favorably evaluated.
    • Demonstrated knowledge of the business and financial impacts of alternative procurement approaches.
    • Demonstrated knowledge of business, industrial practices, market trends and conditions, and relationships among development, testing, product, and marketing costs in order to determine their effects on complex multi-year programs involving business environments.
    • Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments.
    • Possess excellent communication skills - both written and verbal.
    • Bachelor's Degree or higher.

    Desired Qualifications:

    • Experience with DHS Life Cycle Cost Estimating policies and processes. 
    • Experience providing LCCE support to DHS or DHS component(s).
    • Existing DHS Suitability Clearance, and at least a Secret clearance.

    Education:

    • Bachelor's Degree or higher
