    ACT I has been providing solutions for high profile military programs such as the U.S. Navy and U.S. Air Force's Joint Advanced Strike Technology (JAST)/Joint Strike Fighter/F-35, the U.S. Navy's F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.  We are a recognized knowledge company providing trusted expertise and leadership excellence in support of defense and energy technical and life-cycle management solutions. 

     

    We are recruiting candidates to support the Joint Strike Fighter Program and it's Foreign Military Sales efforts and all the Joint Project Management Offices in anticipation of imminent contract award announcements.  

     

    The work to be performed shall provide support to the F-35 JPO in all aspects of cost analysis, EVM, and financial management.  Aspects of cost analysis include the estimation of future production and support costs for all three variants of the F-35, and prediction of future upgrade costs of emergent technologies throughout the entire program life cycle, including deployment, sustainment, and ultimate disposal.  

     

    EVM support consists of reviewing and analyzing F-35 prime contractor provided data to provide accurate forecasts of overall program performance to F-35 leadership. EVM provides indicators and forecasts of cost performance to determine if the program is over budget or under budget. Support will also provide schedule performance information which shows whether the program is behind schedule or ahead of schedule.  

     

    FM support consists of budget formulation, planning, execution, and closeout. Support will assist government personnel in ensuring F-35 IPTs are able to successfully plan and execute program goals. Support also includes the management of Comprehensive Cost and Requirement System (CCaRS) for the BFM directorate.  

     

    All personnel are required to have at least an INTERIM SECRET security clearance at, or before, the time of award (TOA).  Personnel shall be required to obtain a FINAL SECRET security clearance based upon an investigation current within the past five years within 140 days after TOA.  

     

    The main effort of work is located within the Washington District of Columbia (DC)/National Capital Region (NCR) and a portion on-site at the F-35 JPO site in Arlington, VA (Crystal City).  

    Responsibilities

    The purpose of this Task Order (TO) is to obtain contractor support to provide both US Government and FMS Customers and Security Cooperation Participants (SCP) Financial Management (FM) support services, allowing the F-35 Joint Program Office (JPO) to accomplish its critical mission of acquiring the next generation strike fighter for the United States Air Force (USAF); United States Navy (USN); United States Marine Corps (USMC); eight foreign partners as well as Foreign Military Sales (FMS) Security Cooperative Participants (SCP). FM disciplines include: Program Management, Budget Formulation, Execution, and Reconciliation. The FM support services provide direct support to the Business Financial Management (BFM) team. Program Executive Officer (PEO) Staff, Enterprise Planning, Program Operations, Communications, multiple Assistant Program Directors (APDs), Partners & FMS and the Air System Integrator (ASI) and associated Integrated Product Teams (IPTs) will be supported through this TO. Supported APDs include: Development, Production and Sustainment, Partners & FMS. ASI supported IPTs include, but are not limited to: Air Vehicle, ALIS, Joint Reprogramming Environment (JRE), Training, Avionics, Mission Planning, Propulsion, Software, Weapons, Modeling and Simulation, Support Equipment, Prognostic Health Monitoring.

     

    Description of Work:   The PM will supervise and guide a team of 20+ contractor personnel assigned to the TO; supervise on-going efforts; and manage TO performance. The PM serves as the Government’s primary POC. The PM is ultimately responsible for the quality and efficiency of the TO, including both technical issues and businesses processes. The PM has the ultimate authority to make decisions for ACT I in response to Government issues and concerns as well as be proactive in alerting the Government to potential contractual or programmatic issues.

    Qualifications

    Required Qualifications for the Position:
    • Possess an Interim Secret clearance
    • B.A or B.S. degree in Business Administration, Engineering, Management or related field.
    • Twelve (12) years’ relevant specialized financial management experience.
    • 7 years of experience managing a team of 20+ personnel.
    • Demonstrated managerial experience in providing technical advice, organizing, planning, directing, and managing contractor staff to ensure the goals and objectives of the project within prescribed time frames for projects similar in size and scope as referenced under this TO.
    • Demonstrated experience with the management and supervision of employees of various labor categories and skills in projects similar in size and scope to this TO.
    • Demonstrated experience handling personnel staffing requirements and ensuring that the customer is supplied with the proper skill sets that support the duties/tasks as stated in the SOW.
    • Demonstrated technical and administrative leadership of managing FM projects, including the review of work products for correctness, quality, completeness, and follow through.

     

    Desired Qualifications for the Position:
    • PMP certified
    • Advanced knowledge of MS computer applications (Word, Access, PowerPoint and Excel with emphasis in formulas, graphing, pivot tables).
    • Demonstrated experience in the DoD acquisition process.
    • Demonstrated experience working in complex environments with multiple POCs.
    • Demonstrated experience in problem resolution and customer satisfaction.
    • Demonstrated written and verbal communication skills, and experience in presenting material to senior Government officials.
    • Demonstrated experience managing cost type contracts.
    • Demonstrated experience responding to short notice requests and suspense dates.
