    ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.
     
    We are a Small Business DoD Prime Contractor and are seeking candidates to provide Air Mobility Command (AMC) flying squadrons with operations support.

    Place of Performance : Dover AFB, DE and Travis AFB, CA

     

    Proposed Period of Performance : 15Oct2018 - 14Oct2020 (One Base Year + One Option Year)

     

    These positions are contigent upon Task Order award.

    Responsibilities

    The squadron’s operations support functions provide skills such as aircrew Scheduling, Training support, and Standardization & Evaluation (Stan/Eval) support. This contract shall provide competent personnel to absorb select non-flying duties in order to reduce the workload of AMC flying personnel. All documents, plans, or tasks submitted by the contractor must comply with the controlling AFI, local guidance, or the contract/task order and be approved by a designated government employee. The goal of this effort is to support the increase in aircrew production as well as improve the quality of life for AMC flying personnel.

     

    Description of Work:

     

    - Coordinate with the training office, stan/eval office, squadron aviation resource management (SARM), mobility/readiness office, and Operations Officer (DO) to arrange a schedule to facilitate operations, qualification, upgrade, test, exercises, and continuation training accomplishment to meet required currency
    and progression standards, in accordance with DO priorities.

    - Build and maintain long- and short-range shift schedules to ensure full coverage of all aircrew, instructor,evaluator, support personnel, and supervisor positions. Coordinate with senior squadron leadership on a daily and weekly basis. Coordinate with simulator contractors for sim events.

    - Track when crewmembers will be on leave, temporary duty, have scheduled medical appointments or other scheduling commitments. Contractor will de-conflict crewmember schedules and work with flight leadership to ensure crews are available, current, and qualified to meet assigned sortie taskings. This data
    resides in GTIMS and GDSS.

    - Maintain accountability of aircrew with availability based on aircrew: deployed, temporary duty (TDY), upgrade training, leave, Duties Not Including Flying (DNIF), etc.

    - Track and update databases with aircrew deployments, TDYs, local flights, and days at Flying Training Unit (FTU), etc. Data will be used to identify performance numbers (e.g. number of days TDY, days at FTU, number of aircrew deployed, etc.

    - Track daily flight/ground/academic training requirements and accomplishments to facilitate accurate flight scheduling as directed by the operations officer. To the maximum extent possible, schedule aircrew based on aircrew experience to mitigate Operational Risk Management (ORM) as detailed in
    AMCI 90-903 Aviation ORM and as outlined by AFI 11-2KC-135 volumes 1-3 (and appropriate supplements). Updates will be reported to squadron and wing leadership.

    - Facilitate last-minute schedule changes to ensure full coverage by working with the current mission commander/operations supervisor (or equivalent) and flight responsible for the shift that is not fully manned.

    - Obtain aircraft and equipment availability data from maintenance (MX) and schedule crewmembers for training, exercises, simulators, and operations, as required.

    - Publish/post scheduling data for unit long-/short-range ground/academic, flying, and simulator training event schedules on Global Decision Support System (GDSS), Graduate Training Information Management System (GTIMS), or other computer database systems.

    - Comply with Ops Group, Wing Current Operations (OSO), Group Training (OST), nd OSS (Operations Support Squadron) locally-developed guidance when building the schedule.

    - Determine flight, ground, and simulator schedule requirements for upgrade, initial qualification, requalification, transition, currency, evaluation, and continuation training based on syllabus requirements, student progression, weather, and daily equipment/training range availability.

    - Perform and post daily updates of scheduling data to compensate for changing conditions and training completion rates.

    Qualifications

    - One year of experience working as an aircrew scheduler.

    - One year of experience working with GDSS2, GTIMS or similar scheduling program

    - Current SECRET security clearance
