    ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.
    We are a Small Business DoD Prime Contractor seeking candidates to provide contractor supported Subject Matter Experts (SME) to the 505 TS for Combined Air Operations Center-Nellis (CAOC-N) located at Nellis Air Force Base, NV.

    The mission of the 505th Command and Control Wing (505 CCW) is to build the predominant air and space command and control (C2) capability for joint and combined warfighters through training, testing and exercising under the direction of the United States Air Force Warfare Center (USAFWC), Nellis AFB, NV. The 505 CCW consists of two subordinate groups, the 505th Training Group (505 TRG) located at Hurlburt Field, FL and the 505th Test and Evaluation Group (505 TEG) located at Nellis AFB, NV.

    505 TS provides advanced readiness training for C-NAF/C-MAJCOM AOC personnel in conjunction with RED FLAG (RF), VIRTUAL FLAG (VF) and USAF Weapons School Advanced Integration Phase (WSAIP) events.

    CAOC-N hosts over 3,000 visitors and participants per year for RF, VF, WSAIP, and CCMD support exercises and other tests/exercises/events.

    Place of Performance : Nellis AFB, NV

    This position is contingent upon Task Order award.


    Provide instruction on how to run a Targeting Effects Team in accordance with AFTTP 3-3.AOC. This includes coordinating with the Joint Force Commander (JFC), component targeting cells, the MAAP team, and the Intelligence Surveillance and Reconnaissance (ISR) Division to develop the Joint Integrated Priority Target List (JIPTL). The TET SME will be required to conduct proactive pre-hostility target planning and adversary target study as well as shepherd the targeting prioritization process. The TET oversees coordination with all services to determine desired targets to be attacked. Once the desired targets are determined the TET team uses the Air Operations Directive (AOD) to determine the desired effects and prioritizes the desired targets to meet those effects. This prioritized list is the draft JIPTL which is presented to the Joint Force Commander for final approval. Once approved, the JIPTL determines which targets will get struck and which ones will not. Additionally, the TET Chief SME will develop, test, and publish new Tactics Techniques and Procedures (TTPs) to streamline the targeting process. Position will support planning (Concept development, Initial Planning, Mid Planning, Final Planning), execution and Lesson Learned/TTP development for Red Flag events and other COCOM, USAFWC, and 505 CCW events as required.


    • Bachelor’s degree required. Master’s degree preferred.
    • Must have a Top Secret Clearance with SCI eligibility at a minimum and eligible for Special Access Programs.
    • Must have a minimum 3 years of experience within AOC’s Targeting Effects Team or USAF Targeting Center.
    • Must have in-depth knowledge of current TTPs relating to joint target development, kinetic and non-kinetic weapons systems, and targeting software. Preferred graduate of USAF AOC CPD IQT course. Must have in-depth knowledge of planning systems such as JWS and JTT.
    • Must have Operational knowledge/experience as TET planner in the last 5 years to provide instruction during operational level exercises or real-world deployments.
    • Should have previous instructor/evaluator experience. Experience as an exercise designer/planner/director (highly desired).
    • Should have knowledge of AOC exercises and exercise constructs including Live, Virtual, Constructive and combinations. Should have knowledge of exercise management and MSEL processes.
