    ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.
    We are a Small Business DoD Prime Contractor and are seeking candidates to provide a non-personal service, administrative and operational support to the Defense Health Agency (DHA) Connected Health Branch (aka:  DHA Connected Health).


    Proposed Period of Performance : One Base Year + Four Option Years

                                          DHA Connected Health office, Silver Spring, MD

    This position is contingent upon task order award.


    This Task Order provides for support to the Defense Health Agency (DHA) Connected Health Branch, also known as DHA Connected Health, which includes program and project management services; data collection, research, and analysis; education and training; promotion, marketing, and communication services; usability research and management, and administrative support. It provides for subject matter expert and coordination support to the DHA Clinical Communities of Interest, as well as support for three DHA working groups: Mobile Health Work Group (MHWG), Telehealth Working Group (THWG), and the Patient Engagement Working Group (PEWG).

    The Project Manager position will oversee a team of contractors who provide support to the Connected Health Clearinghouse Program and develop and maintain deliverable documentation associated with tasks. Specific tasks of this Program include:

    •    Identify and forge relationships with action/staff officers and key leadership within J3 and across the DHA. Develop a plan for continued outreach and coordination with stakeholders.

    •    Develop a matrix/organizational chart to include key topics, principal stakeholders, authoritative sources, and outreach/communication planning with specific association with connected health clearinghouse mission/functions. The matrix shall be updated on a quarterly basis.
    •    Conduct reviews of lessons learned and best practices to identify and manage challenges and identify opportunities to enhance collaboration with key stakeholders. Provide quarterly written reports regarding lessons learned, with recommendations, to program leads.
    •    Manage and maintain an aggregated technology research database by creating a hierarchy of resources, refining inclusion/ exclusion criteria, and validating/ refreshing processes for querying the database’s multiple components.
    •    Catalog connected health-related information, including the aggregated technology research database, into a comprehensive repository. Using pre-established criteria, managing the repository shall include codifying various data/metadata sources, including gap and market analyses, authoritative sources (e.g., congressional mandates, published reports from industry leaders and academia, clinical practice guidelines), findings from survey instruments and usability studies, and relevant industry metrics.
    •    Develop multiple, recurring written documents to support connected health activities. Provide a quarterly report on the state of connected health science and market capabilities for each of the identified communities of interest, beginning with the highest priority community as determined by the government. These reports, and other reports as indicated by the government, shall include summaries of the connected health literature and core materials across relevant technology platforms (e.g., web, mobile, telehealth, virtual). Provide an annual report on recommendations for innovative health technologies. Provide written reports regarding connected health products/capabilities, in response to consultation requests as needed (e.g., from leadership, the services, IT personnel). Provide monthly clearinghouse review reports to update the government on connected health literature scans, data collection, analysis and interpretation, synthesis of practical applications, limitations, and recommendations.
    •    Provide professional and content subject matter expertise to support proofreading of technical documents, drafting informational and decision papers, supporting formal presentations/briefings, and refreshing report templates as required.
    •    Collect data through the identification of mobile apps dispersed to the general population via the three major market places: Apple, Google, and Amazon. Targeted app information shall be extracted, including: distribution platform, affiliation, population, intended user, technical features, purpose, cost, level of support, number of downloads and app metrics. Manage findings obtained via market research by entering those findings into the Clearinghouse repository (aggregated research studies, congressional mandates, clinical practice guidelines, findings from the Clearinghouse apps rating checklist, etc.), i.e., market research findings represent one component in a larger data/metadata store of connected health information.
    •    Via a market scan, identify all apps that have relevance for internal and/or external stakeholders’ consultation requests (e.g., “Tell me about apps that supplement treatment for low back pain.”).
    •    Recruit clinicians and survey them on a quarterly basis to assess their use, attitudes, and suggestions regarding mobile health and telehealth, and compare/contrast such findings with related industry surveys. Develop and deliver quarterly reports based on the results of these surveys and recommendations.


    Experience and Qualifications:

    • 5+ years managing a team of contractors
    • 10+ years’ relevant experience supporting DHA and/or Defense Health programs
    • Bachelor’s degree
