    Advanced Concepts and Technologies International (ACT I) is a Small Business Prime Contractor providing support to Department of Defense and Department of Homeland Security (DHS).  We are seeking a Senior Business and Financial Operations Specialist candidate in our Planning, Budgets and Acquisition Team for support the office of the DHS’s Cybersecurity and Communications (CS&C) Division in Arlington, Virginia

    Candidates shall provide specialized expertise supporting CS&C staff with federal financial management operations consistent with DHS Programming, Budgeting and Execution (PPBE) cycle.  Candidates shall conduct budget formulation, financial analyses and integration with business process support services. Support shall include directly assisting the CS&C Senior Government staff, Subject Matter Experts and contractor team staff with budget research, development and analysis, financial analyses, briefing preparation, staffing and coordination for CS&C Leadership and external agencies.  This position is contingent upon Task Order modification.  Anticipated Period of Performance commences in April or May 2018.


    •    Conduct budget research and analyses of past, present and future CS&C Divisions for development and formulation of future year budget requests and submissions for CS&C.  
    •    Consolidate and integrate inputs from CS&C divisions and develop budget documentation, (briefings, spread sheets and reports) and recommendations.
    •    Develop cost estimates and models, conduct studies and analyses, trend analyses, support performance based metrics reporting and respond to planned and time sensitive taskers from Senior Government Staff.
    •    Provide support in compiling/managing Resource Allocation Plans (RAP)/Resource Allocation Decision Process and provide support in compiling division/program OMB Justifications.
    •    Provide support in creating/updating budget and program briefs for CSC leadership.
    •    Provide support in reviewing program Life Cycle Cost Estimates


    •    The candidate shall have a bachelor’s degree and minimum of twelve (10) years (or 14+ years of experience without a degree) of relevant experience in providing financial professional services and administrative support for Senior Government Staff with at least 10 years working directly for Senior Government Officials.
    •    The candidate shall have DHS Suitability and a Secret Clearance.
    •    Ability to communicate effectively, both orally and in writing;
    •    Ability to read and interpret office communications and correspondence, direct and assign taskings to appropriate SMEs and points of contact for response;
    •    Candidate must be proficient in various types of information technology resources such as Microsoft Office including Word, Access, Excel, and PowerPoint, and SharePoint;
    •    Experience with DHSs Federal Financial Management System, ExecSec tasking system, and DHS Programming, Budgeting and Execution (PPBE) development and invoice processing with the Office of Selective Acquisition Management
    •    Background in DHS INVEST and/or FYHSP
    •    IT background and ability to develop queries and reports for Access Databases
    •    Proficient in budgeting, developing budget reports and summaries
