    ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.
    We are a Small Business DoD Contractor and are seeking candidates to immediately provide on-site support and tools to augment and enhance forces and operations at 608 AOC/SMAC (AFGSC) Barksdale Air Force Base (AFB) LA, and deployed in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.

    Place of Performance : 608th AOC, Barksdale AFB, LA

    Period of Performance : 19Sep2017-18Sep2018 (plus one 12-month option period)


    SMAC supports the Joint Force Air Component Commander (JFACC) by optimizing efficiency and combat effectiveness of High Demand Low Density (HD/LD) global strike and theater standoff munitions. Recognizing that integrated cross domain effects enable warfighting success at the operational-level, SMAC leverages capabilities from other domains. The team accomplishes this by integrating (synchronizing, coordinating and deconflicting) disparate standoff munition (missile and decoy) effects with other joint/coalition kinetic and non-kinetic capabilities in support of combatant commander objectives.


    The contractor provides operational subject matter expertise for database management of Order of Battle Database (OBD), Tactical Information (TACINFO), and the SMAC SharePoint. The contractor provides overarching requirements analysis and operational support to SMAC and geographic AOC personnel. The contractor will provide daily on-site support, with increased focus on major exercises


    - Provide operational management of the SMAC database requirements as applicable to applications supporting SMAC planning and offensive execution functions and interactions with intelligence functions, especially weapon support planning and threat database management
    - Manage OBD and TACINFO standards; coordinate AF/Joint/Allied/Coalition Orders of Battle inputs to ensure standards are maintained
    - Facilitate other service C2 data exchange via applications or established Interface Control Document (ICD) standards
    - Develop functional checklists to assists operators with managing and using SMAC database capabilities.
    - Identify and define future SMAC system requirements
    - Participate in operational planning, fielding verification and validation of SMAC upgrades and modifications
    - Participate in DT&E and OT&E as Database Manager
    - Provide specific training to new and existing SMAC personnel to include the proper management and access of SMAC database information
    - Create and manage the file storage plan and SMAC mission plan route library that will be accessible by outside units
    - Create and manage custom and off the shelf databases to meet SMAC repository needs
    - Integrate Air Force, Navy, and Army Standoff Weapons (SOW) long range planning functions to support Combatant Commanders;
    - Provide planning, definition, implementation, and operational management of global Standoff Weapons (SOW) to yield more effective and flexible use of Low Density High Demand SOWs
    - Provide JFACCs integrated operational-level planning expertise and user requested adaptable products for long-range standoff munitions effects to assist the Standoff Attack Coordination Cells (SACC) in their AOR specific planning
    - Provide knowledge management and tools to support the standoff munition community's collaboration efforts, and focused exercises, education, training, and advocacy for integration of standoff munition capabilities
    - Assist all deployed SMAC teams and all AOCs in development of the theater standoff employment plan largely based on the apportioned assets and the Joint Integrated Prioritized Target List (JIPTL)
    - Accomplish varying levels of strategic and tactical standoff munition planning, largely dependent on the coordination cell's capabilities and plan complexity
    - Assist National Air and Space Intelligence Center (NASIC) and Missile and Space Intelligence Center (MSIC) with country plan development
    - Provide cruise missile or decoy assignment and planning guidance
    - Provide accurate recommendations on Target Area Model (TAM) prioritization and alteration


    - Active SECRET security clearance required
    - Bachelor’s degree in Technical, Engineering, or Computer Information Systems related degree required or equivalent related military work experience (United States Air Force [USAF], United States Navy [USN] or United States Marine Corp [USMC]
    - Demonstrated knowledge and experience of AOC C2 of air assets in joint and combined operations
    - Participation in SMAC exercises or operations as a Database Manager. Real world contingency experience in AOC Combat Plans or Combat Operations Division is highly desired
    - Experience supporting AOC operations within classified environments to include SIPRNet and JWICS
    - At contract start, Contractor shall possess T1 and T2 certification(s) IAW DoD Manual 8570.1-M, as system administrative privileges are required on site
    - Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel
    - Three years’ experience in AOC Combat Plans and Combat Operations applications and management of OBD and TACINFO

    The following are highly desired qualifications
    - Air Staff, MAJCOM or NAF staff experience
    - Five years’ experience in AOC Combat Plans and Combat Operations applications and management of OBD and TACINFO
    - Experience with windows based database programs
    - Experience with the file system architecture of TBMCS
