Overview

Advanced Concepts and Technologies International (ACT I) is a Small Business Prime Contractor providing support to Department of Defense (DoD) and Department of Homeland Security (DHS).  We are seeking a Deputy Program Manager candidate in our Program Management, Planning, Budgeting and Acquisition Team to support DHS in the Washington DC Region.    


DMP candidates shall provide support to the Program Manager with performance, cost, schedule and deliverables management and staff oversite providing support to DHS.  The DPM shall have expertise supporting DHS interpreting requirements, ensure responsiveness and achieve successful performance.  The DPM provides acquisition expertise, guidance and support, strategy development, requirements analysis and synthesis, planning and drafting required documentation for procurements, policy implementations, budget execution, finance and contract management support, and acquisition document support development.

Responsibilities

•    Support the Program Manager responding to customer requirements for contract deliverables,  support requests for staffing, electronic taskings, policy, procedures, reports and planning.  Implement company policies in oversight of contractual obligations, staff support and subcontracts management.
•    Conduct financial studies and analyses, and trend analyses to support performance based assessments and metrics for planning, budgeting and reporting.
•    Consolidate and integrate inputs from DHS SMEs, PMs, CORs and contract staff to develop draft documentation (reports, briefings, and spread sheets) and recommendations.
•    Conduct requirements analysis and develop draft acquisition documentation required per Federal and DHS Acquisition Management Directives, and component policies, processes and requirements. Requirements analysis include programmatic, technical, budget, financial and contractual.
•    Support the development Procurement Requests (PR) and drafting documentation for PR packages, e.g. Statements of Work (SOW), Acquisition Plans (AP), Independent Government Cost Estimates (IGCE), Analysis of Alternatives (AoA), and Determination and Findings.
•    Respond to time sensitive taskers from Senior Government Staff.

Qualifications

•    Have a bachelor’s degree and minimum of ten years of relevant experience in providing professional services to Senior Government Staff and 4 years working directly in DHS.
•    Have a DHS Suitability and a Secret Clearance. Top Secret SCI eligible preferred.
•    Possess the ability to communicate effectively, both orally and in writing.
•    Read and interpret office communications and correspondence, review and analyze taskings to formulate appropriate response.
•    Be proficient in Microsoft Office including Word, Access, Excel, and PowerPoint, and SharePoint.
•    Have financial experience with government budgeting, acquisition and procurement systems and processes to generate financial reports.
