Advanced Concepts and Technologies International (ACT I) is a Small Business Prime Contractor providing support to Department of Defense (DoD) and Department of Homeland Security (DHS).  We are seeking a Acquisition Planning and Support Specialist candidate in our Planning, Budgets and Acquisition Team to support DHS’s Office of Cybersecurity and Communications (CS&C) in Arlington, Virginia.   


Candidates shall provide specialized expertise supporting CS&C staff within the National Protection and Programs Directorate (NPPD) with acquisition expertise, guidance and support, acquisition and procurement strategy development, requirements analysis and synthesis, planning and drafting required documentation and review for procurement and acquisition documents. Support shall include: directly assisting the CS&C Senior Government staff, Subject Matter Experts (SMEs), Program Managers (PMs), Contracting Officer Representatives (CORs) and contractor team staff. The position is contingent upon Task Order modification in FY 2018. 


•    Review, develop and maintain the Contract File for each contract awarded.
•    Track modifications (reason for mod, increase or decrease in contract value) and invoices throughout the life of the contract; upload and maintain information share drives.
•    Provide contract management support for contracts, purchase orders, task orders and interagency agreements.  Develop and track metrics for contract management support.
•    Track contractor invoices from acceptance through submission and proper contract payment activity, e.g. DFAS, and that invoices are compliant with the Federal Acquisition Regulations.  
•    Interface with BFA Team to correlate status of funds reports, budget summaries, lines of accounting, and reclassification, redistribution and certification of funds.
•    Participate in meetings and coordinate with the government and contractor support staff as needed to respond to tasks and actions.
•    Prepare contract closeout documentation and file for CO’s close out execution.
•    Receive, log, process, load documents on share-point, and track all deliverables and accountable property submitted to the Government.


•    Have a minimum of 4 years of relevant experience in providing professional services in contracts management support in the federal government.  Experience working directly in DHS CS&C is preferred.  A Bachelors degree is preferred.
•    Have a DHS Suitability and a Secret Clearance.
•    Possess the ability to communicate effectively, both orally and in writing.
•    Be able to read and interpret office communications and correspondence, review and analyze taskings to formulate appropriate response.  Be proficient in Microsoft Office including Word, Access, Excel, and PowerPoint, and SharePoint;
•    Have financial experience with government contracts and working with government financial and IT systems, e.g. FFMS.
