Overview

Advanced Concepts and Technologies International (ACT I) is a Small Business Prime Contractor providing support to Department of Defense (DoD) and Department of Homeland Security (DHS).  We are seeking a Acquisition Planning and Support Specialist candidate in our Planning, Budgets and Acquisition Team to support DHS’s Office of Cybersecurity and Communications (CS&C) in Arlington, Virginia.   

 

Candidates shall provide specialized expertise supporting CS&C staff within the National Protection and Programs Directorate (NPPD) with acquisition expertise, guidance and support, acquisition and procurement strategy development, requirements analysis and synthesis, planning and drafting required documentation and review for procurement and acquisition documents. Support shall include: directly assisting the CS&C Senior Government staff, Subject Matter Experts (SMEs), Program Managers (PMs), Contracting Officer Representatives (CORs) and contractor team staff. The position is contingent upon Task Order modification in FY 2018. 

Responsibilities

•    Support the planning and development of acquisition strategies for programs and procurements of various sizes and complexities.
•    Conduct requirements analysis and develop draft acquisition documentation required per Federal and DHS Acquisition Management Directives, and CS&C policies, processes and requirements. Requirements analysis include programmatic, technical, budget, financial and contractual.
•    Consolidate and integrate inputs from CS&C divisions, SMEs, PMs and CORs and develop draft documentation (reports, briefings, and spread sheets) and recommendations.
•    Support the development Procurement Requests (PR) and drafting documentation for PR packages, e.g. Statements of Work (SOW), Acquisition Plans (AP), Independent Government Cost Estimates (IGCE), Analysis of Alternatives (AoA), and Determination and Findings.
•    Conduct financial studies and analyses, and trend analyses to support performance based assessments and metrics for planning, budgeting and reporting.
•     Respond to time sensitive taskers from Senior Government Staff.

Qualifications

•    Have a bachelor’s degree and minimum of ten years of relevant experience in providing professional services to Senior Government Staff 4 years working directly in DHS CS&C
•    Have a DHS Suitability and a Secret Clearance. Top Secret SCI eligible preferred.
•    Possess the ability to communicate effectively, both orally and in writing.
•    Be able to read and interpret office communications and correspondence, review and analyze taskings to formulate appropriate response;
•    Be proficient in Microsoft Office including Word, Access, Excel, and PowerPoint, and SharePoint; and
•    Have financial experience with government budgeting, acquisition and procurement systems and processes to generate financial reports.
