Overview

ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.
 
We are a Small Business DoD Prime Contractor and are seeking candidates to provide Program and Administrative support services for the CRCL, Community Engagement Section under the Programs Branch. This work supports the management of a shared mailbox, a complex file management system, and administrative functions.

 

Department of Homeland Security (DHS), Office of the Secretary, Office for Civil Rights and Civil Liberties (CRCL) supports the Department's mission to secure the nation while preserving individual liberty, fairness, and equality under the law.   CRCL integrates civil rights and civil liberties into all of the Department activities by promoting respect for civil rights and civil liberties in policy creation and implementation by advising Department leadership and personnel, and state and local partners; communicating with individuals and communities whose civil rights and civil liberties may be affected by Department activities, informing them about policies and avenues of redress, and promoting appropriate attention within the Department to their experiences and concerns; investigating and resolving civil rights and civil liberties complaints filed by the public,
regarding Department policies or activities, or actions taken by Department personnel; and leading the Department's equal employment opportunity programs and promoting workforce diversity and merit system principles.


Place of Performance:    CRCL Offices, Washington, DC

Proposed Period of Performance is:  Oct2017 through Sep2022 (one base year and four option years)

Positions is contingent upon Task Order award.

Responsibilities

• Shall work in a high-volume production environment and perform a variety of duties necessary to ensure that CRCL’s activities are conducted efficiently and effectively.

 

• Shall manage the Section’s email inbox.
   -  Handle correspondence regarding engagement events (Save the Dates and Reminders), track RSVPs, and respond to basic questions on logistics.
   -  Prepare and send email blasts to all stakeholders based on input from Policy Advisors.
   -  Actively monitor Community Engagement inbox on a daily basis, forward emails as appropriate to policy advisors, and follow procedures for managing and removing bounce back emails.

• Shall manage the section’s file structure in the shared-drive.
   -  Update and maintain CRCL’s stakeholder email lists as needed, by re-organizing, adding cities, removing outdated information, and updating as necessary for new technology.
   -  Periodically update all documents in the community engagement packet distributed at community engagement events. 

• S
hall manage administrative and logistics of engagement events, including:
   -  Book travel for community engagement staff members and organize travel logistics as needed.
   -  Coordinate rotating venues for quarterly roundtable and other events.
   -  Work with administrative staff to compile community engagement packets for all roundtable participants.
   -  Organize and ship informational materials to roundtable cities.
   -  Arrange interpretation services as necessary.
   -  Create detailed agenda for engagement events.
   -  Create biographies of speakers.
   -  Make telephone calls as reminders to all non-governmental stakeholders for community engagement events and answering basic questions on the work of CRCL’s engagement section.
   -  Coordinate schedules of community leaders and government participants.

 

• Shall work with policy advisors to handle administrative and logistical aspects of Incident Community Coordination Team (ICCT) calls.

 

• Shall provide expert business support services to include, but not limited to, data entry and management support; receive, track, and coordinate internal and external communication under deadline; scheduling meetings; and provide logistic support for multiple public engagements

 

• Shall leverage expert oral and written communication skills to initiate, develop, and/or share critical information, as well as to review outgoing correspondence for format, grammar, and correctness prior to dissemination.

 

• Shall identify and effectively communicate operational efficiencies and process improvements

 

• Shall assemble information for reports, engagements, and situational awareness memos for the team, based on specific civil rights/civil liberties and DHS efforts in local communities

• Shall perform other duties as required such, such as organize trainings and travels,
scheduling and planning other administrative tasks, as needed.

Qualifications

Administrative support contractor shall demonstrate administrative experience with increasing responsibility.  This experience is defined as administrative work that demonstrates the ability to acquire the particular knowledge and skills needed to perform the duties of the position. Such experience includes familiarity with DHS policies, procedures, and systems; filing and maintaining office records; compiling and tracking data; providing computer assistance; scheduling meetings; typing correspondence; compiling meeting materials; managing multiple calendars. Experience working in a fast paced environment.

 

Minimum Qualifications Competencies:
· Expert written and oral communication skills
· Proficient in Microsoft Office, especially Word, Excel, PowerPoint, and Access
· Demonstrated success as a highly-organized self-starter, with attention to detail, multitasking various priorities under deadline, and a customer-service oriented work ethic
· Minimum of 10+ years’ experience in accomplishing aforementioned roles and responsibilities.
