ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.

We are currently seeking candidates to support USASAC.


Program Overview:

This contract requires Programmatic Support Services for Security Assistance (SA)/ Foreign Military Sales (FMS) and International programs in support of U.S. Army managed weapon systems and associated equipment and services to support the U.S. Army Security Assistance Command (USASAC) and the Army Materiel Command (AMC) FMS Enterprise. Programmatic support is required to meet the requirements of FMS staff support throughout the entire FMS CASE Life Cycle from Case Development through Case Closure, including, performance analysis and business process design, workforce training and leader development. The contractor shall assist, conduct research, and provide recommendations to USASAC in the development and execution of SA programs. Efforts associated with this task encompass providing analyses, assistance, input and recommendations for the development of FMS cases to accommodate a customer’s unique requirements. The requirement is to provide analysis on the implementation of that case, through the on-time delivery of an operational and supportable system. This process requires a thorough understanding of SA Management procedures. It requires a working knowledge of the weapon system, the ability to coordinate the technical task, to include the cost and schedule facets of the FMS case, while eliminating, reducing, or mitigating program risk. The contractor shall provide programmatic services for independent evaluation, assessments, and analysis throughout the USASAC including the various Command Regional Operations and Intensive Management Office, as well as The Deputy Chief of Staff for human resources (G1), The Deputy Chief of Staff Resources (G8), Deputy Chief of Staff Operations and Strategy (G4 and G5), Deputy Chief of Staff for Information Management (G6), and Deputy Chief of Staff for Operations (G3). 


Minimum/General Experience: A minimum of fifteen years technical or general management experience is required, at least seven of which must have been in program/project management.


Minimum Education: Bachelor’s Degree in such disciplines as Electrical or Electronic Engineering, Mechanical Engineering, Manufacturing Engineering, Aerospace or Aeronautical Engineering, Civil Engineering, Chemical Engineering, Computer Science, Information Resource Management/Information Systems, Operations Research, Physics, Statistics, Mathematics, Chemistry, Business, Accounting, Economics, or other related scientific, technical, or professional discipline. 


Functional Responsibility: Planning, budgetary, contract and systems/program management execution functions required to design, develop, test, procure and/or produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to technology based systems, activities, subsystems, projects, etc.. 

Typical duties include; but are not limited to construction management, technology transfer/insertion, training and outsourcing. Provides technical and management support for programs/projects identified by individual/multiple task orders. Prepares project implementation plans, coordinates project activities, monitors milestones, and provides progress reports. Acts as interface between end user, technical staff, and the contracting officer. 


Clearance: The Contractor personnel shall have and maintain a SECRET clearance in keeping with personnel policy requirements for a non-critical sensitive position to perform the tasks of this PWS. The contractor is authorized the use of the Defense Technical Information Center (DTIC) or other secondary distribution center.
