Overview

ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.
 
We are a Small Business DoD Prime Contractor and are seeking Surgical Clinical Reviewer applicants in support of the American College of Surgeons National Surgical Quality Improvement Program (ACS NSQIP®).


The ACS NSQIP® is a nationally benchmarked, clinical, risk adjusted, outcomes-based program designed to measure and improve the quality of surgical care. The NSQIP® evaluates outcome measures associated with surgical morbidity and mortality and its use has been shown to correlate with fewer complications, lower costs, and improved outcomes.

 

The Military Health System (MHS) review of the NSQIP®, approved and directed the expanded participation of all Air Force (AF) inpatient Military Treatment Facilities (MTFs) into the NSQIP®.

 

Data abstraction and entry within the NSQIP® is performed by Surgical Clinical Reviewers (SCRs). This is done by the SCR identifying NSQIP® qualified surgical cases, extracting and entering pertinent data into the NSQIP® databank, identifying positive/negative trends in the quality of surgical care through programmed reports, and working with the surgical staff to address identified issues.

• Joint Base Langley-Eustis, VA 23665;
• Keesler AFB, MS 39534;
• Wright-Patterson AFB, OH 45433;
• Eglin AFB, FL 32542;
• Travis AFB, CA 94535; and
• Nellis AFB, NV 89191

Remote site responsibilities; Travis AFB SCR is responsible for Osan AB, Misawa AB, and Yokota AB. Eglin AFB SCR is responsible for Lakenheath AB and Aviano AB.

 

Proposed Period of Performance is : One Base Year plus Four Option Years

 

These positions are contigent upon Task Order award.

Responsibilities

Air Force Medical Operations Agency (AFMOA)/SGHQ, requires Surgical Clinical Reviewers (SCR) services to identify NSQIP® qualified surgical cases, extracting pertinent data, entering that data into the NSQIP® databank, identifying positive/negative trends in the quality of surgical care through programmed reports, and working with the surgical staff and other MTF team members to address identified issues. SCRs work closely with members of assigned MTFs clinical quality, safety, infection prevention, and surgical services staff to identify and act on opportunities for improvement and other special projects.

 

• Communicates clearly, both orally and in writing in English.
• Self-directed and possesses leadership, organizational, communication and interpersonal skills; with the ability to work independently with no supervision.
• Must demonstrate the ability to motivate and mentor others through use of training and coaching skills and the ability to communicate information on programs and activities, both orally and in writing, to diverse audiences.
• Shall be knowledgeable with standard software programs such as the Microsoft Office 2010 Professional Suite.
• Have working knowledge of latest versions of office automation software and recognize potential enhancements or limitations of new software utilized within their area of expertise/tasking
• Complete all tasks and subtasks by the suspense issued at the time the task is received.
• Have working knowledge of Government regulations, policies, procedures, and limitations within their scope of responsibilities.
• Coordinate with the management levels, as required by DoD policies or procedures.

Qualifications

• Bachelor of Science Degree in Nursing from an U.S. accredited school of nursing and approved by a recognized accrediting body in the year of the applicant's graduation is mandatory. The Bachelor’s degree may be waived for candidates with an Associate’s Degree in Nursing (ADN) and at least three (3) years’ experience within the last five (5) years as an NSQIP® trained Surgical Clinical Reviewer, may be waived by the COR with the concurrence of the MTF NSQIP® leadership.
• Current certification in Basic Life Support.
• Successful completion of the NSQIP® SCR course, within 90 days of hire date and will maintain NSQIP® certification for the duration of employment in SCR role. NSQIP® Course registration, travel, lodging, and per diem are the Contractor’s responsibility.
• The SCR shall keep their license/registration/certification current. Required continuing Nursing education shall be at no cost to the Government.
• Three (3) years of experience in inpatient surgical, peri-operative, and/or operating room, ED and/or ICU nursing is required. Equivalent combinations of experiences may be qualifying if approved by the COR/and the requesting MTF location. Education and experiences used to meet the specialized requirements of this position, must be directly related to the duties and responsibilities of this position.
• Utilizes the nursing process as a basis for professional practice, effective problem solving, and decision making.
• Knowledge of a wide range of surgical procedures, medical disorders/conditions, diagnostic studies and treatments.
• Able to synthesize data from a variety of sources and make appropriate clinical decisions. Sources include but are not limited to computerized records, written and verbal information provided by the patient, verbal and written information provided by the provider, other health care records.
• Three (3) years of customer service support; analytical, interpersonal, resources with the ability to draft business correspondence.
• Three (3) years of experience in preoperative risk factors, laboratory values, intra-operative clinical and occurrence variables, postoperative complications, and mortality on patients undergoing major operations under general, spinal, or epidural anesthesia.
• Experience in data collection and analysis. Able to benchmark, compare volume, patient risk profiles, and risk-adjusted outcomes to the national average and to the averages of their peer group of hospitals.
