We are a Small Business DoD contractor and are aggressively seeking candidates to support the Assistant Secretary of the Air Force for Acquisition (SAF/AQ) and provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. 


The Assistant Secretary of the Air Force for Acquisition (SAF/AQ) has overall responsibility for acquiring weapons systems for the Department of the Air Force and serves as the Senior Procurement Executive, the Service Acquisition Executive (SAE) and acquisition representative on the Air Force Council. SAF/AQ oversees the Research, Development, Test, and Evaluation (RDT&E) and procurement of major Air Force platforms and systems across the full breadth of air and space capabilities. SAF/AQ reports to the Secretary of the Air Force, serves as an agent of the Secretary within assigned policy and program domains, and provides guidance, direction, and oversight for all matters pertaining to the formulation, review, and execution of plans, policies, programs, and budgets within the AQ area of responsibility. SAF/AQ also works in cooperation with the other agencies and organizations within the Secretary of the Air Force and Headquarters Air Force. Program Executive Officers (PEOs) at multiple acquisition centers, to include the Air Force Rapid Capabilities Office (RCO), reports directly to the SAE and the Defense Acquisition Executive (DAE) for Department of Defense (DoD) acquisition functions. SAF/AQ works to address immediate and near-term Combat Air Force and Combatant Commander’s requirements by managing acquisition projects that are conducted on accelerated timelines, require unique industrial interactions, and coordination and cooperation of other government agencies and organizations.


Place of Performance is at the Pentagon and various Government facilities in the NCR, military installations, and other facilities as may be required.


Proposed Period of Performance is August 2018 through August 2023 (one Base year plus four Option years).


This position is contingent upon Task Order award.


The tasks for this position include:
a. Supporting Headquarters Air Force (HAF) budget preparation and defense, SAE oversight
and decision-making activities, PEO program execution and oversight efforts of space
b. Maintaining and analyzing planning, scheduling, and management data.
c. Studying, analyzing, and providing recommendations on requirements, space acquisition
strategies, program documentation, program phase transition plans, supplemental
information, and program execution.
d. Providing honest broker assessments of space programs approaching milestone decisions and
of prime contractor technical and operational issues.
e. Researching and analyzing program trends, identifying issues, and recommending solutions.
f. Making recommendations on the allocation of funding, establishment of program goals,
objectives, and schedules, and the formulation of program direction.
g. Tracking for compliance with stated program direction and identify issues.
h. Identifying and researching programmatic issues and tradeoffs in terms of required
capabilities, costs, and schedules.
i. Reviewing and providing recommendations on existing and proposed Air Force space
acquisition and capability area policies and implementation.
j. Reviewing and evaluating the impact of national, DOD, JCS, and civil government policies
and activities that affect Air Force acquisition programs and capability areas.
k. Maintaining historical Air Force space program documentation and developing summary
documents/briefings and training material.
l. Providing short notice, quick-reaction analyses of critical programmatic issues in the context
of Congressional, OSD Staff, Joint Staff, HQ USAF, Major Air Command (MAJCOM),
coalition, and international activities.
m. Preparing PPBE documentation to ensure they accurately articulate the current program
requirements using IDECS database.
n. Monitoring and reporting Program Obligations and Expenditures using CRIS database.
o. Monitoring and reporting program spend plans and status using Executive CCARS database.
p. Monitoring and reporting Available and Planned Program Funding using ABIDES database.
q. Supporting the HAF review process - Air Force Requirements Oversight Council (AFROCs),
Joint Warfighting Capabilities Assessment (JWCAs), Defense Acquisition Boards (DABs),
Congressional cycle, Acquisition Strategy Panels (ASPs), Air Force Review Board (AFRBs),
Configuration Steering Board (CSB), Government Accountability Office (GAO) reports, etc.
r. Performing the Secretariat function for ASPs, AFRBs, and CSBs.
s. Reviewing and documenting Mandatory Declassification Review (MDR) and Freedom of
Information Act (FOIA) requests.
t. Reviewing capability area analysis and comparing current and programmed
capabilities/scenarios to determine and clarify Air Force space system acquisition
u. Monitoring on-going studies, analyses, and developmental work relevant to space systems.
k. Supporting program-specific efforts like Concept of Operations (CONOPS) development,
Capability Development Documents (CDD), Capability Production Documents (CPD),
Information Exchange Requirements (IER), and requirements working groups.
l. Any other tasks closely associated with the performance of duties list above and as
coordinated with the COR.



-Master’s Degree in a Business or Engineering discipline as well as

-10 years of acquisition or operational space experience.

-familiarity with the following software programs: IDECS, ABIDES, Executive CCaRs, CRIS, MS PowerPoint, MS Word, and MS Excel.

-Top Secret SCI Clearance Required.
