Overview

ACT I has been providing solutions for high profile military programs since 1998.
 
We are a Small Business DoD contractor and are aggressively seeking candidates to support the Assistant Secretary of the Air Force for Acquisition (SAF/AQ) and provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. 

 

The Assistant Secretary of the Air Force for Acquisition (SAF/AQ) has overall responsibility for acquiring weapons systems for the Department of the Air Force and serves as the Senior Procurement Executive, the Service Acquisition Executive (SAE) and acquisition representative on the Air Force Council. SAF/AQ oversees the Research, Development, Test, and Evaluation (RDT&E) and procurement of major Air Force platforms and systems across the full breadth of air and space capabilities. SAF/AQ reports to the Secretary of the Air Force, serves as an agent of the Secretary within assigned policy and program domains, and provides guidance, direction, and oversight for all matters pertaining to the formulation, review, and execution of plans, policies, programs, and budgets within the AQ area of responsibility. SAF/AQ also works in cooperation with the other agencies and organizations within the Secretary of the Air Force and Headquarters Air Force. Program Executive Officers (PEOs) at multiple acquisition centers, to include the Air Force Rapid Capabilities Office (RCO), reports directly to the SAE and the Defense Acquisition Executive (DAE) for Department of Defense (DoD) acquisition functions. SAF/AQ works to address immediate and near-term Combat Air Force and Combatant Commander’s requirements by managing acquisition projects that are conducted on accelerated timelines, require unique industrial interactions, and coordination and cooperation of other government agencies and organizations.

 

Place of Performance is at the Pentagon and various Government facilities in the NCR, military installations, and other facilities as may be required.

 

Proposed Period of Performance is August 2018 through August 2023 (one Base year plus four Option years).

 

This position is contingent upon Task Order award.

 

Responsibilities

The tasks for this position include:
a. Studying, analyzing, and providing recommendations on requirements, acquisition strategies,
program documentation, program phase transition plans, supplemental information, and
program execution
b. Providing Honest Broker assessments of programs approaching milestone decisions and of
prime contractor technical and operational issues.
c. Researching and providing technical analysis for the preparation of programmatic
documentation and responses to Congressional, DOD, Air Force Secretariat, and/or Air Staff.
d. Researching and analyzing program trends, identifying issues, and recommending solutions.
e. Performing technical studies on individual weapon systems, weapon system integration and
capability areas.
f. Analyzing weapon systems architecture and integration and identify issues.
g. Identifying operational deficiencies and other key issues, conducting research to develop
alternatives and providing recommendations and support for resolution.
h. Performing weapon system/technology/cost trade-off studies.
i. Reviewing and assessing technical, operational, and management concepts, documents, and
specifications.
j. Assessing the capability of weapon system design alternatives to provide the required
capability.
k. Providing expertise on Model Based Systems Engineering implementation and policy
l. Assessing policy requirements and developing policy and procedures governing Air Force
acquisition engineering and technical services.
m. Assessing operating system end of life support analysis and recommending strategies to
address impact on weapons.
n. Any other tasks closely associated with the performance of duties list above and as
coordinated with the COR.

Qualifications

-Master’s Degree in an Engineering specialty

-10 years of acquisition systems engineering experience

-Secret Clearance
