ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.


We are a Small Business DoD Prime Contractor on seeking candidates to provide support to the U.S. Government, Department of Homeland Security.


The scope of this Task Order includes the following functions and activities:

  • Project/Program Management/Integrated Program Management Support;
  • Operational Requirements Support;
  • Integrated Logistics Support and Planning;
  • Cost/Schedule/Performance Analysis;
  • Cost Estimation and Analysis;
  • Cost/Performance Trade-Off Analysis and Studies;
  • Earned Value Management (EVM) Analysis;
  • Risk Analysis
  • Program Documentation;
  • Budget & Financial Management Support; and
  • E-Business Support/Knowledge Management Support

The Contractor shall provide:

  • Support in all aspects of planning, developing, revising, coordinating, managing, and implementing acquisition, program, and project management processes, tools and procedures;
  • Functional support for tasks to ensure each work product is complete;
  • Analytical tools and techniques to ensure continual progress towards achieving ES-OIT strategic goals and objectives, over the life of the contract; and
  • Additional interrelated support services identified by ES-OIT whereby additional management or technical services are requested.


ES-OIT’s expectation is that the contractor will contribute and enable ES-OIT to meet stated goals and objectives and to add value to the organization. Contractor staff is expected to engage in an open, free exchange of ideas that challenges the status quo, to ask probing questions to ensure progress is properly aligned, and ensure full consideration is given to competing alternatives.


The Site Lead will assess and provide overall program management support ensuring that program objectives are met in a timely and efficient manner. The Site Lead shall be the single point of contact to ensure effective project management, direction, administration, quality assurance and control of the contract. The Site Lead shall assist ES-OIT with the identification, selection and implementation of tool sets to support Program Management functions described in this PWS. The Site Lead shall provide required team leadership and guidance, overall program management vision; consult with senior leadership as needed in support of the day to day operations at ES-OIT. The Contractor shall provide qualified and experienced personnel and shall provide all supervision to its personnel.


Experience and Qualifications:

  • 10 years’ relevant experience
  • PMI-certified Project Management Professional (PMP)
  • PMI-certified Agile Certified Practitioner (ACP)
  • Information Technology Infrastructure Library (ITIL) certification
  • Experience in one or more of the following areas:
    • Java Application Development
    • Mobile Application Development
    • Cloud Based Infrastructure
    • Technology Innovation
    • Open Standards
    • Information Security/Information Assurance


Desired: DHS CBP experience
