Our team is aggressively seeking candidates to provide NavAir 1.4 program management, financial management, training support, policy support, information technology coordination and technical support services.
This position in contingent upon task order award. Anticipated award date is 1 Aug 2017 with a period of performance start date of 1 Sep 2017 (one base year + four option years).
The main effort of work is located on or near NAS Patuxent River, MD.

The Naval Air Systems Command (NAVAIR), International Programs Department (AIR-1.4), also known as the Systems Command Security Cooperation Office (Hereinafter, SSCO), is responsible for overseeing NAVAIR International Programs and advocates on behalf of the same. SSCO conducts strategic planning, provides training, implements process improvements, manages allocated Foreign Military Sales (FMS) administrative funding, monitors execution of case funding, executes policy, and monitors case development, execution and closure.
The SSCO is also responsible for program management of new and ongoing security assistance programs for various foreign countries and various weapon systems. SSCO also provides the NAVAIR International Programs community with guidance on the implementation of new and modified policies, and improves processes by compiling and analyzing metrics for lean-six sigma projects. SSCO further ensures that NAVAIR personnel achieve the requisite level of International Affairs Certification by developing and providing training courses. The SSCO oversees Cooperative Programs and monitors funding of other customer funds. And lastly, SSCO manages and maintains Information Technology (IT) resources to include hardware, software, share drives, portals and websites utilized by the NAVAIR International Programs community.
Help Plan Training Requirements by consulting with NAVAIR employees on training needs and Site leads based on NAVAIR, DSCA, DAWIA DAU IACP specifications. Help manage the various training programs mandated by DoD components, DSCA IACP Program, DAWIA/DAU-IACP Program, and the NAVAIR IP Training Program. Provide innovative ideas; such as, New Courses or update current courses. Help to develop NAVAIR IP Annual Training Plan. Employ new strategies for advertising course events. Create Classes in NAVAIR University based on established schedule. Coordinate and determine protocol for registration. Monitor training operations from registration to Class Close out. Coordinate and facilitate Town hall events. Help promote Certification program through which the DSCA/DISAM determines that an individual meets the minimum standards of experience and training, and expressed for an IA certification level (i.e. Level 1, 2, or 3). Finally, but not least provides support in executing the NAVAIR IP Annual Training Plan.
BS or BA degree from an accredited college. ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience can be substituted for an BS or BA degree.
Required: At least five (5) years of experience in FMS and/or Security Assistance Program training, coordination, development and presentation, to include establishing training needs, developing goals and objectives, developing training programs, and applying the instructional system development (ISD) process.
Preferred: At least five (5) years of relevant work experience supporting Security Cooperative Programs.
Secret personnel security clearance.
