Overview

ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.

 

We are a Small Business DoD Prime Contractor on Joint Strike Fighter Program Office's (JPO) F-35 Program seeking candidates to provide support to the U.S. Government.

 

The main effort of work is located within the Washington District of Columbia (DC)/National Capital Region (NCR).

Responsibilities

The candidate shall provide cost analysis and estimating support to the Production and Sustainment IPTs, and Command Information Center (CIC). The candidate shall provide cost analysis and estimating support off-site at the candidate facility. This subtask may involve routine CONUS travel. Cost estimating support services may increase over the life of this TO as the F-35 JPO continues to grow.

 

The candidate shall perform the following cost estimating services in support of Government personnel to include, but not limited to the following:

 

• Support annual F-35 cost estimate process to support budget planning and execution, contract negotiations, and other program decision making.

• Support contract negotiations, to include, but not limited to, pricing, technical analysis, and documentation creation.
• Rapid response “what if” drills on the impact of technical and programmatic changes to the F-35 Program.
• Develop, operate and maintain cost and affordability models
• Collect, normalize and analyze cost and programmatic data.
• Update existing cost and affordability models.
• Participate and support program review meetings as identified by the Cost and EVM IPT.
• Support the development and maintenance of Candidate Software Data Reports (CSDRs) as required by the Defense Cost and Resource Center (DCARC) through the F-35 JPO.

• Maintain knowledge of the latest theories, methods, and techniques associated specifically with cost estimating and analysis, continually obtaining information on methodology development and data research applications.
• Pursue the interchange of data and information from estimating personnel throughout the Department of Defense, other US and partner government agencies, and industry in order to provide central program authority and expertise in these subjects.

• Ensure accuracy of program processes and develop new or improved methodologies that can be used for life cycle cost estimating and other acquisition applications throughout the program.
• Develop cost estimates, cost estimating relationships and wrap rates.
• Coordinate with technical IPTs to understand the technical requirements for the program and translate them into cost models.
• Assist in the preparation of briefing materials and other communications packages related to Cost and EVM IPT products.
• Support sustainment “Should Cost” processes and activities to identify optimal procurement solutions for F-35 products and services.
• Support tools and processes to integrate program annual estimate, contracting, and budget activities.
• Utilize cost estimating software including, but not limited to, CO$TAT and @RISK.    

Qualifications

It is required that the candidate possess the following qualifications:

 

• B.A or B.S in Engineering, Economics, Mathematics, Accounting, or other related field.
• Seven (7) years of cost estimating experience, with four (4) of those years in relevant MDAP experience or other industry equivalent.
• Working knowledge of Microsoft Office products; primarily Excel and PowerPoint.
• INTERIM SECRET Clearance.
• Working knowledge of CO$TAT and @RISK software.

 

It is desired that the candidate possess the following qualifications:
• In depth knowledge of statistical modeling to include learning curve theory, linear programming and linear regression.
• In depth knowledge of inflation and escalation theories. 

• Demonstrated experience presenting to senior government officials (i.e., GS-14/15 or military 0-5/6 or higher).
