    ACT I has been providing solutions for high profile military programs such as the U.S. Navy's and the U.S. Air Force's Joint Strike Fighter F-35, the U.S. Navy's F-18, EA-18G and F-16N Aggressor, and the U.S. Air Force's F-22 Raptor since 1998.

    We are a Small Business Prime Contractor providing support to the Japan Ministry of Defense (JMOD) on the F-35 Program through a contract held with the F-35 Joint Strike Fighter Program Office.

    We are aggressively seeking a candidate to fill a Production Technical Assistance SME position.

    This position is required to have at least a Final Secret Clearance and also involves routine CONUS and OCONUS travel.


    The Production Technical Assistance SME provides senior level strategic planning and analytical support to the Japan Ministry of Defense (JMOD) for the F-35 program through ACT I’s Japan FACO contract.  The position relies on strong experience in DoD acquisition and Foreign Military Sales (FMS) expertise.  The role may require in depth analysis of industry proposals, program management documents and FACO production plans to provide strategic guidance and detailed analysis to JMOD.  Performs other duties as assigned.

    • Provide the JMOD senior subject matter expertise for integration and coordination across all FACO and Industrial Participation (IP) processes.
    • Provide senior subject matter expertise to support and review Japan IP proposals.
    • Provide senior subject matter expertise for analyzing process qualifications, supply chain management, supplier security/IT, quality assurance and contract/subcontract planning, negotiations and monitoring.
    • Provide senior subject matter expertise for analyzing the review process and all FACO Standup metrics.
    • Provide coordination and oversight of FACO build requirements.
    • Assist JMOD and Companies with DIACAP strategy at all required locations.
    • Assist JMOD and Companies with Security strategy at all required locations.
    • Assist JMOD by analyzing future IP efforts.
    • Provide senior subject matter expertise to support acquisition management functions including: requirements assessments, manufacturing areas like tooling, support equipment, special test equipment, cost model construction and analysis, integrated scheduling, performance based logistics and sustainment support, contracts development-negotiations-monitoring, and risk assessments.
    • Verify that Japanese requirements for the FACO, Production Lots and IP efforts are accurately captured and estimated for each contract.
    • Review, validate, and support negotiations of ECPs and non-programmed supplies and services on the FACO contracts.
    • Identify, assess, and assist Japan in managing program, contract & schedule risks on FACO contracts including risks to getting the FACO Facility certified.
    • Assist with the development of future Japanese IP efforts.
    • Support ACT I business development efforts as required
    • Provide additional management and analytical support to other programs as required.


    • Bachelor’s Degree in engineering, science, business administration or equivalent experience.
    • Twelve years’ experience in technical program planning and implementation, contract interpretation budget development and administration of government projects.  Experience and education may be used in combination for the minimum requirements as stated in the GSA IT labor category descriptions.  
    • At least 3 years experience in Foreign Military Sales (FMS) and DoD acquisition.
    • Knowledgeable in Aircraft Production and Acquisition Processes.
    • Excellent written and verbal communication skills.
    • Strong customer focus.
    • Ability to work independently to accomplish assigned tasks.
    • Must possess computer skills in Word, Excel, Power Point, Access and other specialized software as required.  
    • Demonstrated ability to handle multiple projects in an aggressive timeframe and be able to identify and minimize future program obstacles.  
    • Possess project management skills including workload planning, scheduling, monitoring and reporting/documenting as well as basic financial control management skills.
